Openness and tolerance are worthwhile traits to support up to a point.

Managers can be identified by org charts and leaders by the respect readily given to them by their colleagues.  Loudmouths, consciously or unconsciously, feel they have an equal or more important role than either group and work very hard to prove their abilities to others.  In many cases, their actions are harmless.  However, in other cases, they are not.  Management needs to determine if and when to take appropriate action.
