Separating tactics and strategy but treating them equally generally causes severe consequences.

Separating tactical and strategic activities, even when treated equally within an organization, can easily result in a myopic view by either group, in which the needs of the other group are ignored.  The results of not effectively taking both tactical and strategic views into account are often fatal or, at best, cause whipsaw reactions to unexpected events.
