Internal product requirements documents need to be driven by customers.

Product requirements documents need to establish the foundation for all product development activities.  They are written by internal resources that consider the desires of all elements in the organization.  However, all the inputs need to be captured in terms of the perceived value as either stated by or for customers.  All requirements should, therefore, be traceable to specific customer issues or advantages.
