PM Always Occurs

Planning activities can occur before the fact or involve recovery activities after the fact.

Planning activities for new products, programs, or projects always occur.  The big difference is when they occur.  Before the fact, they are, indeed, planning activities.  If they are done later, they will most likely involve inefficient recovery or re-work activities as well.
