New positions usually require the use of different skill sets to accommodate the new setting.

It is unrealistic for anyone to assume that a person moving into a new role will be able to perform perfectly and meet everyone’s expectations.  Any new role will require the use of new or different skill sets that may be very similar or dramatically different from those that the person has previously used.  The individual, probably leaving a successful position for the new assignment, may be their own biggest critic.  All individuals involved or impacted need to recognize the new challenges that the person will face and do their best to ease the transition for everyone’s good.
